For a long time, economic development marketing was geared solely towards site consultants with the goal of attracting major employers. Everyone else either got no marketing at all, or we hoped they were covered by what we were giving the site selectors. As the scope of economic development expands to include small business assistance, business retention and expansion, retail attraction, and more, we find that many communities do not have a system in place for marketing to these new audience.
